It turns out that "Global" doesn't mean global in Flare. We haven't figured out what it actually means, but to fix this you have to select "XML Editor" from the drop-down menu shown in the screen ...

It turns out that "Global" doesn't mean *global* in Flare. We haven't figured out what it *actually* means, but to fix this you have to select "XML Editor" from the drop-down menu shown in the screen shot and then change it there. I changed it in both to be safe, and our team is no longer getting unwanted non-breaking spaces.
