I am interested in writing a story about real life events, but changing it in such a way to make it a fiction novel. Question is, do I need permission from someone to make a character based on them...

I am interested in writing a story about real life events, but changing it in such a way to make it a fiction novel. Question is, do I need permission from someone to make a character based on them, even if I change up the events and characteristics in such a way that it may not be easy for people to make a connection between the two? I am able to obtain permission from some, but not all due to who I am still in contact with.
