You should _establish_ the character early on, but I don't think you can _develop_ anyone all in the beginning. What point is there for the story, then, if the character is done developing? The reader should have some sense of who the person is before the real meat of the tale gets underway. Revealing parts of the character as you go is part of the point of a story. I think either you misunderstood your teacher or the teacher was flat-out wrong.
