Either one is plausible. Work backwards from where your plot needs to get to.

Answer A: Stating facts in novel written in the present tense, third person omniscient. Can I use the past tenses or would I risk losing consistency?

What you might be able to do locally, and this might be really fun -- would be to serialize your work in a local English newspaper or magazine. Think of Dickens!
